The NORCE Center for Modelling Social Systems (CMSS) is the primary institution for social simulation in Norway and has experience in constructing complex computer models. CMSS is specialized in developing/verifying multi-agent models that combine knowledge from social sciences and humanities. These models create a digital representation of a target socio-ecological system, also known as an "artificial society" or "digital twin," which enables researchers and stakeholders to conduct simulation experiments to test scientific hypotheses or policy proposals that are being debated.

Through these programmes, Badajoz aims to implement actions to reduce climatic vulnerability, increase adaptive capacity and reduce the exposure of inhabitants.
